Minutes of Board of Trustees Meeting of February 17, 2011

A meeting of the Board of Trustees was held this date at 4:00 PM at the Library with Trustees Buckley, Little, Merry, Salerno, Shea and Mayor Driscoll present and Trustee Yale present and presiding.  Ms. Tracy was present.

Approval of minutes of January 20, 2011    UNANIMOUS

Current Library Use and Financial reports were distributed.  Library circulation for the month of January 2011 was up slightly over January of 2010 with Salem continuing to have the highest circulation in NOBLE.  Library attendance was down slightly for January presumably due to bad weather.  Collection of fines was also down again presumably due to bad weather and the Library’s policy not to charge fines if there is a No Parking Ban due to snow.

Ms. Tracy reported that John Doherty, Vice President, Eastern Wealth Management is scheduled to come to the April 21, 2011 Trustee meeting for a presentation and discussion of the Eastern Bank investments.

Ms Tracy reported on the FY12 budget proposal.  All city departments were instructed to submit a level funded budget.  Due to requirements of the Massachusetts Board of Library Commissioners for Library certification a budget was prepared with a slight increase in order to meet the Municipal Appropriation Requirement.  This slight increase along with other requirements will allow the Library to be certified and eligible for State Aid (($50,762 in FY10) as well as the privilege of Salem residents borrowing materials from other libraries.

VOTED:   To approve the FY 12 budget as presented.      UNANIMOUS

Ms. Tracy reported that the Elevator had been repaired and was scheduled to be re-inspected on February 22, 2011.  There was discussion of the increasing costs for the elevator due to increased State Fees and new regulations for wheelchair lifts.    
Ms Tracy reported the site visit for the two flat roofs was held on February 15th with four contractors attending and two others coming on following days.  The bid opening is scheduled for February 23, 2011.

Ms. Tracy reported that she had met with Selina Little, Landscaper Patty Starfield and Kevin Foucher for a preliminary meeting about plantings for the spring.  There will be follow up meetings after a time frame is established for the repair of the two roofs.
Ms Tracy was very pleased to announce that she had hired a new Assistant Director, Mary Behrle.  Ms. Behrle has a wealth of experience in Libraries.  Most recently she was the Assistant Director of NMRLS a regional library system of the state.   Previously she was Director of Regis College Library and had been Head of Technical Services in Danvers.
